A first round of pledges under the 1997 Kyoto Protocol, to which the United States is not a signatory, are set to expire in 2012.
The Kyoto Protocol called for industrialized nations to collectively reduce greenhouse gas emissions by 5 percent from 1990 levels in an effort to slow global warming.
